What Causes Toxic Workplace Behavior in Organizations

I have been working with organizations that invest heavily in leadership training, employee engagement programs, and workplace culture strategy while still struggling with toxic workplace behavior across teams.

The signs usually appear long before HR becomes involved:

So who is the toxic employee?

I think that question creates the wrong focus.  And I have been speaking up about this a lot.  There are not toxic people.   There are employees operating inside environments where communication has broken down, expectations are unclear, and unresolved frustration starts shaping behavior.  I see them as people who don’t have their needs met, don’t know how to communicate, and don’t know how to interact, or don’t feel safe, so they exhibit toxic behaviors.  Andwhen itshows up in a workplace, it can affect the entire organization, products, services, and customers.  And the worst part is,organizations are dealing with poor workplace behavior that has been repeated, tolerated, rewarded, or ignored over time.

We have to understand that attitudes are difficult to control. Behaviors are not.

That distinction matters because leaders can influence behaviors through clear expectations, accountability, consequences, coaching, and consistent communication.

My understanding of this issue is that toxic workplace behavior usually develops inside environments where employees no longer believe communication changes outcomes. The behavior becomes a reaction to operational conditions employees experience repeatedly.

This is where the workplace culture and performance connection becomes visible.

Why Employees Become Disengaged at Work

When I work with leaders on this issue, I usually see a disconnect between leadership messaging and operational reality.

Organizations talk about collaboration while rewarding survival behavior under pressure or leaders encourage transparency while avoiding accountability conversations. Another thing that happens is that teams are told to communicate openly while employees watch difficult employees avoid consequences because they produce results.

The thing is, employees notice patterns quickly and over time, frustration changes behavior.

Some employees withdraw completely while others become defensive during meetings. Some interrupt constantly because they no longer trust decisions being made around them. Others stop participating because prior concerns were ignored repeatedly. These behaviors can become normalized because the organization adjusts around it instead of addressing it early.

Research from the American Psychological Association has connected chronic workplace stress to emotional exhaustion, disengagement, and reduced workplace functioning.

This is why leadership behavior and team performance cannot be separated from workplace conditions.

How Organizations Reinforce Toxic Workplace Behavior

One of the biggest problems I see is inconsistency. Organizations may have accountability policies in place, but employees pay more attention to operational behavior than written policy. Employees notice who gets corrected and who gets protected.

If one employee is held accountable while another avoids consequences because they generate revenue or have influence with leadership, the organization has already changed the culture standard.

I have seen organizations tolerate destructive behavior from technically strong employees because leaders feared operational disruption if they left. The short term avoidance is what creates long term cultural damage.

I have also seen organizations create workplace dysfunction through constant urgency. Teams operating under pressure stop communicating clearly because everything becomes urgent at the same time.  Meetings become reactive and feedback becomes emotional and just about everyone is overwhelmed.

This is when employees begin protecting themselves instead of contributing openly.  This is why psychological safety and retention outcomes are tied directly to leadership consistency and trust building.

According to research from Gallup, employees who trust leadership and understand expectations show higher engagement and lower burnout levels.  So, we can see that the issue is rarely one difficult employee acting independently from the organization.  It’s usually a workplace culture strategy that allows poor behavior to continue unchecked.

Employees need to understand expectations clearly. They need accountability applied consistently. They need consequences that make sense operationally. They need coaching before frustration becomes conflict.

Most employees do not expect perfection from leadership.  But they do expect consistency.

Organizations often approach accountability emotionally instead of operationally, which can create confusion.

Leaders cannot control every personality difference inside a workplace. However, they can define acceptable workplace behavior clearly and consistently.  They can address interruptions during meetings. They can address disrespectful communication. They can address retaliation, avoidance behavior, missed commitments, and hostile interactions.

This is why accountability in leadership systems matters so much to workplace culture strategy.

What Makes Leadership Training Fail to Improve Engagement

Many organizations respond to workplace dysfunction by adding more training, more policies, or more communication campaigns.

But it won’t work if the operational behavior never changes.

Organizations improve workplace culture when leaders stop labeling employees as toxic and start examining the systems influencing workplace behavior every day. Therefore it requires leaders to examine accountability systems, communication patterns, role clarity, leadership consistency, and performance pressure with the same seriousness they apply to financial performance.
